Bureaucracy

Personnummer (Skatteverket)
2 – 8 weeks
From your in-person visit at Skatteverket to the letter with your number arriving by post. Currently sits closer to 4 – 6 weeks for non-EU citizens, 2 – 4 for EU.

Skatteverket ID card
2 – 4 weeks
Order online and book a visit. You'll need personnummer + passport. Card costs 400 SEK.
Mobile BankID activation
1 – 2 weeks
Once your bank has fully verified you (which itself can take 1 – 2 weeks after personnummer arrives), Mobile BankID activates on the same day. This unlocks Försäkringskassan, 1177, Skatteverket, mortgages, real-estate apps, gym signups — most of Swedish digital life.

Work permit (Migrationsverket)
1 – 9 months
Massive variation by category and country. As of early 2026, certified employer applications under the work-permit fast track are landing in 1 – 3 months; non-certified employer routes are at 5 – 9 months. EU citizens don't need permits.
Driving licence conversion (Trafikverket)
4 – 12 weeks
EU/EEA licences valid indefinitely after population registration. Non-EU drivers have 1 year to convert or take the Swedish test. The theory + practical exam slots can be 6 – 10 weeks out in Greater Gothenburg in 2026.

Housing

Boplats Göteborg — public housing queue (1-bed)

Sweden's largest single-pool queue allocates rental apartments based on how long you've waited. Start the day you decide to move. Below are typical waits as displayed for recent lettings — varies enormously by exact street and size.

Second-hand rental contract approval
1 – 4 weeks
Sublet (andrahandsuthyrning) requires the landlord (bostadsrättsförening or hyresvärd) to approve. Most cases land in 2 – 4 weeks. Facebook groups, Blocket Bostad, Qasa and Samtrygg are the main marketplaces.
Mortgage pre-approval (lånelöfte)
1 – 3 weeks
Most lenders ask for 6+ months of Swedish income and a 15% down payment. Initial decisions land in 1 week if you have a clean file; full lånelöfte issued within 3.

Family

Förskola (kommunal preschool) place
Max 4 months by law
Göteborgs Stad must offer your child a place within 4 months of applying. You can't pick the exact preschool — you'll get an option, decline at risk of losing the guarantee. Apply via Göteborgs Stad's e-service.
International / English-language school place
Months to years
IES Göteborg, ISGR, Bladins (Malmö) and the British International School Stockholm all have admission queues. ISGR's primary track typically has open spots, secondary fills up. Apply 6 – 12 months before the school year if possible.

Healthcare

First vårdcentral (primary care) appointment
Same day – 2 weeks
Vårdgaranti gives you the right to a contact within 3 days and an appointment within 14. In practice non-urgent first visits can stretch — booking via 1177.se after BankID activation usually finds same-week slots.
Specialist referral (non-urgent)
2 – 6 months
Vårdgaranti caps non-urgent specialist visits at 90 days from referral. The actual practice in Västra Götaland in 2026 is closer to 4 months for several specialties. Private clinics (Capio, Aleris, Praktikertjänst) offer same-week alternatives.
Dentist (Folktandvården) — first appointment
2 – 6 months
Public dental is heavily booked. Private clinics offer faster access if you're willing to pay full price. Children under 24 get free dental.

Work and money

A-kassa eligibility (income-based unemployment)
12 months of membership
Income-based unemployment benefits kick in after a year of continuous A-kassa membership. Without A-kassa, you can only access basic Alfa-kassan. Join one (~150 SEK/month) the day you start working.
Expert tax relief decision (Forskarskattenämnden)
2 – 4 months
Apply within 3 months of starting work. The board reviews quarterly. A decision in your favour means 25% of income is tax-free for up to 7 years.
First tax return (deklaration)
March – May annually
If you arrived after October, you typically don't file until 14 months later. Skatteverket sends a pre-filled return — usually a one-tap approval via BankID. Complicated cases (foreign income, stock options, capital gains) need an accountant.

Citizenship clock

Permanent residency
5 years (EU: 5; non-EU: 4 – 5)
After 5 years of legal stay you can apply for permanent residence. Continuous registered employment helps. Migrationsverket processing currently runs 8 – 14 months on top of the 5-year clock.
Swedish citizenship by naturalisation
5 – 8 years total
Generally 5 years of habitual residence (3 if Nordic, 2 if married to a Swede for 3+ years). Migrationsverket then processes — currently around 24 – 36 months wait for a decision. Dual citizenship is allowed.
